The distinction matters: most experienced practitioners do not think of what they know as transferable knowledge until someone helps them articulate it. Facilitated elicitation surfaces information that self-directed documentation rarely captures.
The Denver Water utility has developed a knowledge transfer program that pairs retiring employees with successors for extended overlap periods, with specific milestones for knowledge transfer built into the transition timeline. Rather than treating retirement as an administrative event, the program treats it as a project with defined deliverables. The approach requires budget commitment — extended overlap periods are not free — but the cost is marginal compared to the operational risk of knowledge loss.
Some state transportation departments have experimented with video documentation of complex maintenance procedures, creating searchable libraries of procedural knowledge that new employees can access on demand. The Washington State Department of Transportation has been among the leaders in this area, developing multimedia knowledge repositories that capture not just what to do but why — preserving the reasoning behind procedures in ways that written manuals rarely achieve.
Technology as a Tool, Not a Solution
Digital tools — from enterprise asset management systems to AI-assisted knowledge capture platforms — offer genuine support for institutional memory preservation, but they carry a risk of false confidence. A database of documented procedures is not a substitute for transmitted expertise. The goal of technology in this context should be to extend and amplify knowledge transfer, not to replace the human relationships through which deep operational knowledge actually moves.
Mentorship programs, communities of practice, and cross-training rotations remain the highest-value mechanisms for knowledge transfer precisely because they preserve the contextual richness that documentation systems inevitably flatten. The most effective agencies are those that combine digital capture tools with deliberate human transfer programs — using technology to create a durable record while relying on experienced practitioners to transmit the judgment that records cannot fully encode.
Making Knowledge Retention a Leadership Priority
Ultimately, the institutional memory crisis is a leadership problem before it is a technical one. Agencies that are successfully navigating it share a common characteristic: senior leadership that treats workforce knowledge as an asset requiring active management, not a background condition that will take care of itself.
This means incorporating knowledge transfer metrics into workforce planning. It means creating time and space for mentorship within operational schedules that currently leave little room for it. It means recognizing and rewarding experienced workers for the transfer of their expertise, not merely for their continued technical output.
America's infrastructure systems were built by people whose knowledge of those systems is irreplaceable. Preserving that knowledge — capturing it, transferring it, and embedding it in the next generation of operators — is not a human resources function. It is a resilience imperative.
